Abstract: The greatest challenge in switching the centralized heating systems in population centres to local fuel and energy resources (FER) is that the local level administrations are lacking clear objectives, milestones and criteria for the selection of an acceptable option as the basis for a dedicated development programme (DDP) from the variety of the suggested ones.
The article proposes the necessary package of quantitative characteristics of the centralized heating systems, which enables assessing relative effectiveness of development options for the system in question and minimizing individual errors of the specialists taking collective decisions. The time of performance, the manageability of the heating system, the reliability of its operation and current financial expenditures in the operating sector are set as key criteria of effectiveness of the selected development option.
The article demonstrates the necessity to assess the efficiency of the central heating system and the relevant development programme against the suggested set of indicators. In this regard, the possibility for implementing a relevant DDP with minimum seed funding has been substantiated.
