The paper is dedicated to analysis of power pant operation and development in the liberalized electricity market conditions. The set of efficiency indicators which allow analyze efficiency of power plant operation is viewed. The limitations and advantages of use of each relevant efficiency indicator are analyzed and determined. A levelized cost of electrical energy is proposed to use as universal efficiency indicator for power plant efficiency analysis and comparison different electricity production technologies. The approach to take into account uncertainty of data to calculate efficiency indicators is proposed. The calculations of levelized cost of electrical energy for wind farm and conventional coal fired power plant consider all relevant factors and its uncertainty were made using Monte Carlo method and presented.
