The existing "Multi-sectoral consumption rate of electricity and heat for the institutions and the public sector of Ukraine", approved in 1999, is based on the document "Standards and Guidelines for rationing fuel consumption and heat energy for heating of housing and public facilities, as well as economic and household needs in Ukraine ", approved in 1993. During the period since the introduction of the document, a number of new documents have been introduced, that must be taken into account in the new Methodology. To propose a new version of the Methodology, authors had analyzed the existing instruments in order to determine it's compliance with the current regulatory framework, the main types of energy consumption by economic activities in the institutions of public sector in the form of statistical reporting 11-MTP, which structure has been completely changed in 2005, were analyzed. In the draft of the Methodology of rate calculation of fuel and energy resources for the government-financed institutions it
is proposed to include some changes and additions with respect to the formulas for calculating the annual heat demand for heating buildings, the paragraph concerning the use of electric cable heating system according to the DBN V.2.2-13-2003 was added; the calculation of unit cost of heat energy for hot water is added by coefficient of non-round-the-clock mode of hot water supply; the unit fuel rates for household and domestic needs are represented according to the DBN V.2.5-20-2001; unit electricity rate calculation - according to the DBN V.2.5-23-2003. A new approach to the definition of regional factors, which are counted as individual rates of unit electricity consumption by regions of Ukraine, is proposed.

In the article the indexes of complex estimation of innovations are offered in industrial technologies for making a decision in relation to expedience of their introduction. The example of calculation of efficiency of introduction of technology of the «dry extinguishing of coke» is resulted for substituting for technology of the «wet extinguishing».

An analysis is conducted and the estimation of possible power potential of separate alternative types of fuel is given, direct expenses of energy supply on their booty, production and preparation to incineration in steam generating units. The followings types of fuel are considered: peat, wastes of the timber cuttings, agricultural biomass, mine methane.
General power potential of the indicated types of fuel after a separate variant makes 9360 thousands of conditional fuel, including peat is a piece – 1700, wastes of wood – 1700, straw of corn cultures – 3800, mine methane – 1000.
Direct expenses of energy supply on a booty and preparation of alternative types of fuel resulted to 1 kg of conditional fuel, followings: peat is a piece are 23,9 kg of conditional fuel, peat milling – 49,7; peat briquettes – 143,5; straw in bales – 31,0; straw in briquettes – 170; straw in granules – 238,3; wood on condition of its gasification – 240,8; mine methane – 151,0. Got values of direct power expenses on preparation of alternative fuels to incineration except for peat of piece exceed analogical indexes for the traditional types of fuel.

Tool for own communal services enterprise, city budget, and investors resources efficiency improvement for energy conservation measures implementation at heat, water and wastewater enterprises is considered. It is shown that key role in the efficiency improvement plays performance contracts between enterprises and city's authority.

Prospects of the use of population waste products (rubbish & sewage) as a nontraditional energy source are considered Their industrial utilization at the 7 largest cities of Ukraine will make it possible to produce 10-13 TWh of electrical energy and to reduce consumption of organic fuel by 3 5-4 6 mt of conventional fuel.
