Today no system of primary frequency and power control (PFPC) in Ukraine practically. The number of power plants that can provide reserves of the secondary frequency control (SFC) of power system (PS) of Ukraine is insufficient. One of the main causes of this situation is the lack of approaches for stimulation and payment to power plants for providing ancillary services (AS), including of the frequency control. The methods of competitive selection of AS suppliers which are used in Europe and in the world can’t now be used in Ukraine due to lack of producing capacity and technical capabilities for full PFPC and SFC in PS of Ukraine. On base of the analysis of international experience, of rules of wholesale electricity market of Ukraine and leaning on conducting of research, the method for determination of the main component of costs is proposed in the article. These costs are associated with the provision of AS - cost of ith power unit in ready mode of the power plant to the AS of PFPC and/or SFC. These costs are determined by the value of opportunity costs resulting from the necessity of holding active power reserves, which could be used by the owner of the power unit for selling on the wholesale electricity market (WEM). The proposed method can be used to existing today WEM model in Ukraine, and at the introduction of balancing electricity market.

The contemporary stage of development of the wholesale electricity market of Ukraine is related to the implementation of a market of bilateral contracts and a balancing electricity market (BCBMs). The development of a role model of BEM is necessary for the understanding and the practical realization of all processes running on the BCBMs and for the definition and the description of roles and functions inherent in various market participants. Such a model would be based on the methodology of object-oriented modeling (UMM UN/CEFACT).
We present a harmonized European electricity market role model which is developed within the UMM methodology and can be a base for other role models, as well as for a detailed description of the functioning of electricity market sectors. Such a model is a means of the formal determination of roles and areas which are used in business processes on the electricity market.
The model allows one to analyze the activities of parties and their roles within specific areas of the European electricity market, to define the roles and the core processes on the BCBMs, and to facilitate the introduction of this model in Ukraine. In addition, the use of definitions and the description of the core processes within the model will favor the integration of Ukraine’s BCBMs in the European electricity market and will allow one to ensure a practical realization of data exchange processes on Ukraine’s electricity market due to the use of standardized information-technological control systems.

This paper describes trends in the development of district heating systems and specific features of the functioning of heat supply systems in Ukraine. Prerequisites for the creation of local thermal energy markets in district heating systems are determined. The comparative characteristic of thermal and electric energy as a commodity is performed.
The purpose of this work is to analyze the features and determine the principles of formation of local thermal energy markets by comparing with the experience of formation and functioning of the electricity market in Ukraine.
It is determined that electric energy has a completely different physical nature as compared with thermal energy. Unlike thermal energy, electric energy is a homogeneous commodity and is much less limited in the distant of transportation along main and distribution networks. But if we consider electric energy as a commodity as a whole, then thermal energy can obey the rules of electricity market and be determined by the corresponding analogies with regard for the differences that take place.
The conclusions assert that the markets of electric and thermal energy have a common basis in the form of essence of the energy market. Most of the principles of functioning of the electricity market can be transmitted to local thermal energy markets at its creation. Taking into account the common signs of electricity and thermal energy markets, one can speak about integration of the thermal energy market into the electricity market in the future after its creation, according to the tendencies of development of district heating systems. It is also possible to adopt the legislation of  electricity market as a basis for the creation of local thermal energy markets.

Above all things, the development of market relations in power industry of Ukraine today is related to introduction of new competitive model of wholesale electricity market – market of bilateral contracts and balancing electricity market (MBCB). One of the main means to provide the functioning of «market» mechanism of wholesale prices formation on a purchase and sale of electricity is the holding of auction of electricity.
In the article mathematical description is given and the features of holding of auction on a purchase and sale of electricity are defined. The method of determination of the auction winners (as an element of electricity exchange in MBCB of Ukraine) is offered and limiting factors, influencing on the results of auctions, are defined.
The developed method of holding of auction of electricity allows to realize the competitive selection of producers and suppliers of electricity, which are the participants of MBCB of Ukraine, by the following criteria: maximization of total cost of winning lots of active-power buyers; minimization of total cost of winning lots of active-power trader; minimizations of imbalance between the satisfied electricity demand and supply.

The article defined the components and presented the core processes of UMM methodology of object-oriented modeling which is based on modern information technologies and is the basis for building role models and a detailed description of the functioning of competitive electricity markets.
The object-oriented model of electricity market is a formalized and detailed description of the electricity market using the UN/CEFACT modeling methodology. UMM is based on UML and consists of business modeling workflow, business requirement workflow, analysis workflow, design workflow.
The use of the UMM methodology of object-oriented modeling and building of Ukrainian bilateral contracts electricity market and the balancing market model allow to provide an overview of the operating principles and processes of the market for all users and software developers. Also a role model is used as the primary architecture for the creation of information-technological systems of market domains management.
