A hierarchical model and software-informational means are offered for the determination of the expedient size of the use of energy-saving technologies in the sector of housing and communal facilities considered as a complex dynamical controllable system with beforehand set hierarchical structure. The task of hierarchical control over such a system is formulated. The formation of the optimum aggregate of directions and volumes of financing the energy-saving measures in the sector of housing and communal facilities is considered.

Given the climate information on the distribution of solar insolation on the territory of Ukraine and the available technological base of photovoltaic power generation, the preliminary estimates of the efficiency of the construction of photovoltaic power plants in the regions of Ukraine are presented. These estimates can be used as a background information to predict the appropriate volumes of the introduction of technologies based on the use of renewable energy sources.

The paper presents comparative analysis of the different approaches to the definition of energy-economy efficiency of biodiesel fuel from rape corn, and a conclusion is made regarding practicability of its production. Several prospective techniques of such conclusion justification are considered, including by the means of distribution of the full primary energy to renewable and non-renewable components, and to the energy of a traditional fuel and the energy of a primary raw material (rape), which are radically opposite from the point of view of their accessibility and economy practicability.

The coal industry is not only one of the basic manufacturers and suppliers of fuel on Ukraine’s domestic market, but also a consumer of fuel and energy resources, 83% of which fall on the electric energy. About 81.5 % of the electric energy is consumed during the mining, 5.4% — the enrichment, and about 0.1% — the production of briquettes from brown coal.
The purpose of the article is the determination of the potential of energy savings in the technological processes of mining and processing of coal.
We have executed a theoretical generalization and obtained the solution of an important scientific technico-economic task of the estimation of volumes of savings of energy resources under the introduction of energy effective technologies in the coal industry of Ukraine. The calculations of possible volumes of the introduction of energy effective technologies and volumes of savings of energy resources till 2020 are carried out.
The carried out analysis and estimation of the potential of energy savings have shown that the economy of electric energy at the mining can constitute about 25%, and the total economy of electric energy in the basic processes of enrichment can be as high as 19%.
The total volumes of savings of electric energy for the period till 2020 at the mining can constitute nearby 12.7 bln kWh, and those at the enrichment — nearby 0.73 bln kWh.

We have refined the forecast of gross domestic product for short-, medium- and long-term prospects according to the results of investigations of leading foreign and Ukrainian institutions. We have developed the new predictive structure of economy for the period up to 2040. We have analyzed the general algorithm of determining the economically reasonable energy saving potential and the structure and volumes of the consumption of natural gas, coal and electricity in the enlarged sections of economy and population. We have proposed efficient energy saving measures for energy-intensive types of economic activity.
We have substantiated the predictive macroeconomic parameters and estimated the predictive volumes of saving of coal, natural gas, and electric energy up to 2040 with determining the technological and structural energy saving potential by the types of economic activity and particular technologies. It has been established that the structural factor is the main in the consumption of electricity and affects fuel consumption almost equally with the technological factor.
