The evaluation of the possible of electric heat-generators (EHG), based on electric boilers and heat pumps, that can be profitably established in the district heating systems (DH) as regulators of the load in the Integrated Power System of Ukraine was done. For DH based on nuclear and thermal power plants and heating boiler houses, we have determined the types of EHG and conditions of their use. We have shown that, for DH based on nuclear and thermal power plants, the potential of electric maneuvering power of EHG constitutes 19.8 MW, and, at the accumulation of thermal energy in heat networks, it grows to 59.4 MW. For DH based on heating boiler houses, the potential of electric maneuvering power of EHG is estimated as 2.25 – 2.8 GW.

The quasidynamic energy model of development of housing and communal services of Ukraine is offered. The task of optimization of volumes of the use of traditional and newest power efficient technologies decides on condition of observance of equilibrium of volumes of necessities and consumption of housing and communal services. The process of development of housing and communal services is examined as a sequence of the states of optimum equilibrium for each of discrete moments of time under the action of investments as managements. The optimum parameters of technologies of production, supply and consumption of housing and communal services at the moment and on a prospect are calculated On the basis of the real information test calculations are executed for general and with distributing on an administrative-territorial sign and technologies of optimum volumes of providing with thermal energy, utillized fuel and energy resources, cost of modernization of the systems of heating and scenarios of introduction of th
e newest power efficient technologies in housing and communal services of Ukraine.

One of the sharp problems of the United Power System of Ukraine is the shortage of maneuvering power. It is particularly significant during the "night dip" of the electrical load diagram and results in the forced stop of 200-300 MW coal power units, which are used for regulation. This mode of operation of the coal power units reduces their lifetime and leads to overstated fuel consumption and increase in the expenditures for their operation, current and capital repairs. According to different estimates, this practice causes total losses of 2.2 billion UAH year.
We propose an approach to increasing the maneuvering power for the United Power System of Ukraine by using electrothermal regulators (ETR) at our CHP. A result of performed, investigations, we identified large Ukrainian CHP, which are most promising for the provision of system services. As ETR, we propose to use electric boilers and heat pumps. We analyzed three options for the implementation of ETR at CHP. For each option, we determined the potential of maneuvering power and the parameters of efficiency with regard for the actual heat loads. We also discuss possible variants of including ETR into the technological scheme of CHP. It is shown that the actual technical potential of maneuvering power of the Ukrainian CHP, working for the whole year, is 763.7 MW.

In this article, we consider the technological principles of functioning of the heat supply system in Ukraine.
It is determined that the necessity of creating a heat energy market can be justified by unresolved problems concerning the incomplete use of surplus resources, the territorial potential of Ukraine, and the lack of competitive conditions in the heat supply sector.
The aim of our work is to determine the level of heat supply efficiency in creating a local market of energy based on a simulation model for given volumes of heat energy consumption, the number of producers in the system, and restrictions concerning the possibility of entering the market.
In conclusions, we determine the optimal conditions of functioning of the heat energy market for certain parameters of the number of producers and the volume of heat  energy consumption.

Introduction of standards for power equipment efficiency is one of the most effective directions of energy saving in heat- and-power engineering, where the majority of the equipment is in need of replacement. Consummation of new standards makes sense, if there are real conditions. Modernization of heat-generating equipment requires considerable resources and cannot be carried out simultaneously throughout the industry. Therefore it is necessary to work out scenarios for the most economically advantageous realization of new equipment with determination of the sequence of re-equipment by capacity and in time provided limited investment. A new procedure is developed and generalized approach is proposed for the economic estimation of the optimal direction and sequence of introduction of progressive standards for energy efficiency in heat supply taking into account economic, environmental and social aspects on the example of the modernization of natural gas fired hot-water boilers
